With the rapid development of economic globalization, we entered the era of knowledge economy. In the knowledge economy, knowledge capital and gradually replace the physical capital as the most important strategic resources and core factor of production. Government as the most important in modern society, non-profit public administration, and its knowledge resources is becoming the most important driving forces of wealth and development. The face of fierce market competition, the Government only strengthen the management of innovation, promoting knowledge sharing and improving knowledge management, knowledge of full development and use of government resources to improve the government's competitiveness. However, in the knowledge economy era, our government is facing a more complicated international and domestic environment, the traditional business model of government administration and gradually out of tune with the new era.
