In recent years,with the deepening reform of the cadre and personnel system,the state has promulgated a series of rules and regulations and implementation suggestions for grass-roots civil servants.Government departments at all levels have earnestly implemented them,and achieved great results.It has provided strong support for improving the governance ability of grass-roots government and strengthening the team building of grass-roots civil servants.Because of geographical location,economic development,wages and salaries,working and living conditions and other reasons,the attraction of remote villages and towns to civil servants has not been great.The frequent flow of young civil servants,reluctance to stay in villages and towns,and the difficulty of staying in remote villages and towns have resulted in increasing the cost of training civil servants in township organs,affecting the atmosphere of township organs and destroying the stability of civil servants.Adverse consequences of sex.Township civil servants are important undertakers of township public affairs.Maintaining the stability of the civil servants in remote towns can provide strong talent support and intellectual guarantee for the economic and social development of remote towns.By means of questionnaires and field visits,this paper selected the civil servants of three remote townships in Hangjiang District of Yangzhou City as samples for research,explored the reasons for the instability of civil servants in remote townships,and found out effective measures to solve it,so as to enhance the attraction of remote townships to civil servants and ensure the relative stability of civil servants in remote townships.The study found that the main reasons for the instability of civil servants in remote villages and towns are:narrow career development space,greater job pressure,wide job coverage,wider job division gap,more difficult working and living conditions,relatively low disposable income of wages and welfare benefits,changes in young people's view of career choice,less attractive work,and so on.In this regard,measures should be taken from the following aspects:broadening the promotion space of civil servants in remote villages and towns,implementing the policy of concurrent ranks and positions,and establishing correct employment orientation;specifying the responsibilities and powers of civil servants in remote villages and towns,scientifically defining the functions of township work,focusing on the matching of responsibilities and powers with powers,deepening the reform of township management system;improving the material and spiritual levels,and improving working and living conditions.To narrow the gap between urban and rural areas;to optimize the salary mechanism of township civil servants,to establish a regular wage growth mechanism,and to tilt the salary towards remote towns;to enhance the professional identity of township civil servants,to strengthen ideological education,to improve work style,to enhance the overall ability and quality,and to focus on solving Township problems.
