The Study Of The Governance Of Rural Land Acquisition

Since the 1990 s,China has opened a rapid urbanization process.The improvement of urbanization level means that the overall level of urban and rural economic development in China,on the other hand also means that a large number of rural collective land was levied.In the process of land expropriation,the peasants' fear of losing land and the compensation and resettlement methods of the grassroots government in the process of land acquisition have become the main contradiction here.Once the problem of collective land expropriation is misconduct,it will inevitably affect the fundamental interests of farmers,there will be collective petition or group events,which lead to rural land acquisition type of mass incidents.Rural land reclamation is one of the important types of mass incidents in rural areas.It can be defined as a collective action which is triggered by the problem of rural land acquisition.A certain number of landless peasants are organized to express their interests.The interests of a high degree of organization,intense confrontation and obvious non-political characteristics.This paper takes Jiangsu Tongan incident,Guangdong Wukan incident and Kunming Jinning incident as an example to carry on the analysis,and has carried on the pertinent reflection to the rural landlord type group affairs the breakdown strategy.There are five chapters in the main body of the paper.The first chapter is the introduction part,expounds the research background and significance of the land-based group events,introduces the research status at home and abroad,and on this basis,determines the research methods and research contents of the paper.The second part is the theoretical part.The first part defines the core concept and classifies the types of rural mass incidents,compares the urban land acquisition and the rural land acquisition,and then expounds the characteristics of the rural land acquisition type.The second part introduces the selection of key theoretical tools,introduces the main contents of the theory of responsive government and explains its applicability to the analysis of rural land requisitioned mass incidents and its application in this paper.The third chapter is the introduction of the case,reviewing the events of Jiangsu Tongan incident,the Guangdong Wukan incident and the evolution of the Jinning event in Kunming,and summarizing the government's response to the three events in the brewing stage,the development stage and the quiescent stage.The fourth chapter analyzes the three concrete cases by using the theory of the responsive government as the theoretical tool,and analyzes the governance dilemma of the rural land acquisition.Including the dislocation of the concept of government values,the governance model of the single subject,the organizational structure of the fragmented division,the poor response of the government to the interactive channels and the defects of the government's response to the supervision and evaluation mechanism.The fifth chapter is the governance dilemma of the rural land requisitioned group events,and puts forward the corresponding resolving strategies in response to the theoretical framework of the government.Including the reshaping of government value orientation,the introduction of multiple governance subject,timely response,active management,smooth response channels and multi-party participation in the performance evaluation of government power to regulate the operation.
