With the development of the socio-economic and the progress of the scientific, the citizens have much more expectations and requirements of the government's administrative efficiency and public service level. As the most important resource and the key supporter of the civil servants, the grassroots civil servants need a kind of administrative personality corresponded with the times to assume the responsibilities of management and service much better. The independent administrative personality, which is characterized by highlighting the service concept, publicity ethics and putting attention to the subject of administrative staff, is conformance to the satisfactory of the modern society.To construct the independent personality of the grassroots civil servants should be from theoretical and empirical research two aspects. The first part is theoretical research. By studying the literature and finding out the basic elements of the independent personality, this part puts forward the study hypothesis. On basic of this, this part develops a pre-test questionnaire through collecting some data and develops the formal questionnaire after adjustment. The second part is empirical research. According to the first part, this part collects the data for statistical analysis and makes clear the current situation of achieving the independent personality of the grassroots civil servants.The basic conclusions of this paper are as follows: firstly, constructing a basic structure of the independent personality of the grassroots civil servants. Include five dimensionalities: the independence of personality traits, the integrity of the administrative self-awareness, and the autonomy of the administrative capacity, the harmony of the administrative relationships and the automaticity of the administrative moral character; secondly, developing a questionnaire to evaluate the grassroots civil servants'administrative personality. Through anglicizing, we found that the independent personality of the grassroots civil servants has not generally generated and the five aspects of the independent personality exists some problem respectively; thirdly, demographic variables affect the generation of independent personality of the grassroots civil servants, especially ages, education background and job category. Therefore, the specific measures to construct the independent personality should be specific to each dimensionality of the independent personality, mainly in five areas: strengthen our own tutelage to develop the independent personality traits; strengthen the awareness of service to ensure the integrity of the administrative self-awareness;improve the relevant systems to adhere to the autonomy of the administrative capacityrationalize the relationship between the cadres and the masses to maintenance theharmony of the administrative relationships; enhance the moral quality to promote theautomaticity of the administrative moral character.
