Since the implementation of civil service examinations in 1994, the applicants are increasing year by year and civil service position has become one of the most popular jobs because of its publicity, stability and sense of honor etc. The Civil Service Law of People's Republic of China enforced in 2006 is the first fundamental law for comprehensively regulating the human resources development of government department. With the deepening development of economic globalization, the modern human resources management shall play more and more important role in public management of the State and be the key factor for building up the efficient public administration.Under the background of globalization, multiple international politics, economics and culture have penetrated into the public administration affairs; whist the human resources management and human competition market etc. in foreign enterprises and government authorities are increasingly convergent. Therefore, the author of this thesis believes that the management mode of the foreign enterprises has the reference value for improving the quality of civil servants and building up the highly efficient and service government.By comparing the career development of the employees in foreign enterprises and civil servants, this thesis has found that there are some defects for the existing public servant system in performance evaluation management, competition mechanism for selecting the best, accountability supervision mechanism and talents exchange mechanism etc. and it is hoped that the human resources management mode in foreign enterprises could be the references for the reform of civil servant system. This thesis has pointed out that the civil servant system should introduce the competition mechanism, perfect incentive mechanism, enhance the supervision mechanism and build up the effective training mechanism and intensify the talent reserves etc.By applying the career theory etc., this thesis has expounded the personal career path and general idea. After sorting out the relations between the career development of civil servants and of the employees in foreign enterprises, and through comparative analysis, this thesis aims at founding out the problems with management mode of civil servants and expects to provide some realistic and practical value for improving the ability of civil servants and enhancing the government management, implementation capacity and administrative efficiency so as to better construct our service government.This thesis has made the comparative research on the civil servants and employees in foreign enterprises and discussed the reform of civil servant system from the perspective of personal career development, which is the first attempt in China. The study in this thesis has provided the examples for personal career development and organizational human resources management, which could be taken for reference.Comprehensive and professional civil servants are of great significance for enhancing the government's comprehensive productivity and constructing the highly efficient and service government; therefore, the content of this thesis has definite meaning for the management of civil servants.This thesis mainly consists of three parts:The first part has mainly expounded the research background, theoretical meaning and practical values, defined the relevant terms and sorted out the related studies and introduced the study method and framework adopted in this thesis.The second part has made the specific comparisons on the career development modes of the civil servants and employees in foreign enterprises and pointed out the problems with their career development, analyzed the reasons and put forward the solutions.The third part has summarized the problems with the existing public servant management and proposed the countermeasures for solving the problems with the civil servant system by analyzing the different development path of the employees in foreign enterprises and civil servants.Meanwhile, this thesis also brings forward the issues on the government combining marketization and the professionalism reform of the civil servants etc., which deserves further research.
