Presently, our country started from the survival society to the development society. New stage faced with two prominent contradictions: one is the prominent contradiction of the swift growth of the economy with unbalanced development and the environmental resources restraint. Another is the prominent contradiction of the comprehensive and swift growth of the public demands, the shortage of the collective services and public product. These two big contradictions set the new request to the government. Under the influence of these two tremendous contradictions, the cadre personnel system of our country has also carried the corresponding transformation: 1, the construction of the service government require the government to provide the high grade public product and service to the society, it proposes a higher request to the public official, and the individual quality of the official and the development of the ability have become an important reform content of the public sector human resources management. 2, The prevalent new public management theory advocates to introduce some basic concepts and methods in private human resources management to public human resource management, such as human management, career management, competitiveness, in order to promote administrative efficiency and the figure of government. 3, with the improvement and perfection of our civil service system, it provides the system safeguard for the election, employment, promotion and professional development for the officials.Since 21st century, the competition between every Country has shown the following characteristic: comprehensive national strength competition which taking outstanding talents of each domain as representatives. This reflects that human resources have become primary recourses of 21st century. In China, service-government construction needs a high efficient civil service to cope with the new problems emerged from rapid development of economy and society urgently. Though our Country has owned comparatively perfect Civil Service Law and the management of civil servant has stepped into standard, legal and scientific way, yet facing various complicated problems arouse in the transition period, besides for the need of service-government construction, civil service's quality, work motivation and efficiency have much room for improvement. At the current, the original official personnel management system has been unable to meet the request of scientific concept of development which making people as the starting point, but the new official human resources management mechanism has not yet been established, therefore the official troop's construction and human resources management of Public sector have become an important topic among all levels of the government department. From a global perspective, adapting successful managerial experience from the private department already has already become an important way for Public sector reform. As an important component of human resources management, the professional profession management's influential role has obtained confirmation from successful enterprises of various countries, its extraordinary role has also peeped in human resources management of the Public sector. Looking from the current situation of Public sector's human resources management in our Country, the professional profession management has become an important content and a brand-new direction in the current regulations reform of civil service.The theoretical research of public administration in china is later than in the west. On training and selecting civil servants, although the theorists and practitioners have done much work, it is still at the beginning in the perspective of civil servant career management exploration, or say that it's at the primary stage of introducing and applying the overseas related theories. In the field of study on rank-and-file civil servants, a civil servant career management system which is adapted to China's economic and social development by far hasn't been formulated.After referring to correlated data, this research designed the official professional profession management questionnaire, carrying on investigation randomly to 228 civil servants who come from eight counties and two districts in Xinyang, according to process hypothesis in this research; the paper is divides into 5 chapters:The first chapter is an introductory part that mainly states the background and content of this study, as well as its theoretical significance, practical significance, conception and innovation. Chapter 2 is literary review, including the definition of the concepts quoted in this article, brief introduction to the related theory of career management, and through a large number of documents and data obtained from the first phase, the present situation of civil service career management home and abroad is summarized.The third chapter is the empirical research of civil service career management in Xinyang. By designing study methods, releasing and recovery of questionnaire, collecting and analyzing the data, we access to the first-hand information on civil service career management in Xinyang, and discover the existing problems.In chapter 4, the related solutions and proposals is provided in the light of issues existed in civil service career management. This chapter is the focus of this paper, with the help of the related theories on career management and administrative ethics, administrative ecology, management psychology, politics, this paper made an in-depth analysis of the problems and explored the causes of these issues, with the targeted analysis, countermeasures and suggestions are put forward with the hope of improving the civil service career management in Xinyang.The fifth chapter is conclusion, which summarizes the conclusions of this study and identifies the shortcomings existed during the writing process, with the hope of providing a reference for the follow-up studies.Linking with related theoretical results in the field of public administration at home and abroad, Standing in the theoretical height, this paper analyze the difficulties Xinyang's civil servants confronted in their career development under certain characteristics of current economy and society; and concludes the inner logical connections and theoretical modals of influential factors, thus put forward a series of ideas and measures to promote the healthy development of civil servants'career.
