| Abstract: At present, our society is in the period of important strategic opportunities, and also in the period in which contradictions among the people are shown. With the deepening of reform and opening-up and development of the socialist market economy, with the acceleration of industrialization and urbanization and economic restructuring, with the quickening of social and economic element, organization, the employment structure and distribution reform, various social contradictions and conflicts increased and was testified, mass events occur occasionally, also with a trend of high frequency. Therefore, in the current situation, it has a very strong practical and theoretical significance to study legal management of mass events in such background.The thesis falls into four parts. The first part of is the introduction of the legal management of mass events and its causes. The author firstly list national mass events since the 2008. Through the description of these mass events, the thesis defines the group events, summarize the characteristics, and make classification of mass event according to the different standards. Then the thesis analyzes the reasons which caused mass events from the perspective of the economic and social background, the legal system, mechanisms for interest expression, political and social psychology and culture. Analyzing the reason is for seeking countermeasures and solving any problem must have a theoretical support. Seeking the theoretical foundation of the legal treatment of mass events is premise of solving it. The third and fourth part of the thesis demonstrates how to realize the legal management of mass events. The thesis argues that it is crucial for legal management of group events to standardize lawmaking through a group of mass events which occurs frequently and it can provide the guarantee for legal management of mass events to perfect the mechanism of interest expression and right remedy. Specific measure is as following: perfecting system of complaint, unblocking the channels of citizen's interests expression, perfecting the system of legal redressing, expanding the scope of accepting cases of administrative proceedings and establishing commonweal system of lawsuit in the system of legal redressing.In addition, although the law is the most effective means for legal management of mass events, it is no good to merely using means of law. Law, as leading means, should not at the cost of exit of other management means. So diversified management means also should be established, such as perfecting people mediation system, putting the non-governmental organizations into play, etc.One of the most characteristics of the thesis is the selection of legal management of mass events——a cross-disciplinary practical question——as the subject of the research, and its approach of troubleshooting to real cases through the logic reasoning using the research finding in sociology and legal field. The study brings the legal management of mass events into a legal path and arrives at some practical and significant conclusion, putting forward some valuable references for the stability of harmonious society.
