The Study On Effectiveness And Methods Used By Public Security Organs On Handling The Collective Action In The Rural Areas

At present, China is in economic transition and social transformation critical period. During this time, a lot of changes have happened in our society. For instance, there are profound changes in social structure, profound adjustment in interest pattern and profound changes in ideas, which lead to the accumulation of social conflicts in various fields and rural economy, politics, society, life style changed dramatically. After that, many deep-rooted contradictions and problems gradually appeared. Rights struggle, interestdriven, community to vent their anger and violently protest law as the main types of rural mass incidents is increasing rapidly. In some place, vandalism acts even happened via impacting the national party and government organs or burning and robbing vital sections, which do a serious impact on rural social stability and economic development.Public security organs at all levels of government as a functional departments in handling mass incidents in rural areas bears very important responsibilities. But in fact, the public security organs in the handling of mass incidents often make mistakes, so it is difficult to resolve the fundamental problem creating by Groups of people. Therefore, the correct understanding and analysis of the characteristics and causes of the current collective events, analyzing the hindering factors faced by public security organs in the event of disposal of Group impediments, and take effective measures to stop and clam collective event have great significance to maintain stability, promote social and economic development in rural areas.This article is divided into four chapters:The first chapter discusses the Significance of the Public Security Organs dealing with the Rural Group Incidents and the Research Strategies, the current research of Group Events disposal in home and abroad, and this research contents and methods. This article attaches great importance to theoretical study and practical investigations combined. From management, psychology, sociology theory, I collected and researched those books and papers relating to rural group incidents, then summarized and analyzed those data, try hard to gain first-hand research materials, hope to realize that theoretical study and practical investigations combined. If we can do more in-depth understanding of Public Security Organs and the status of the Rural Group, we would propose measures for improvement finally.The second chapter probes the concept, nature, type of the rural mass incidents in China using three parts, analysis the definition of mass incidents in rural areas, and elaborates the nature of the incident of Rural Group. At the same time, the rural group incidents grouped into opposition activist type, interest-driven, community vents their anger and violent anti-French style four types. In the third chapter, timely prediction, prevention and prediction, effectively control of situation and dispose of criminal acts according to law is the responsibility of the Public Security Organs. However, barriers Public Security Organs facing is cognitive disturbances, run limited, unequal power and responsibility, uniform command, lack of specific legal procedures and the constraints of their situation. Then I enumerate the disposal of the Public Security Organs of mass incidents in rural general methods, such as the evacuation as soon as possible, control the scene, coercion, and secure the aftermath. lastly, I chose the wengan incident as an example for analysis the main approach of dealing with the Rural incidents in rural areas by the Public Security Organs, the current situation of mass incidents in rural areas, the reason of it and the hindering factors which is unaviod if the Public Security Organs try to solve it.Public Security Organs are always cognitive fuzzy and run limited. Public security organs also are disable to disposal the Power and Responsibility. The disposal of group incidents in rural areas is lack of specific legal procedures. Grass-roots public security organs themselves are the constrain factors which hindered the disposal of the Public Security Organs in Rural Group.The fourth chapter discusses the public security organs how to effectively dispose of collective events in China. They should make effective use of active preparations to improve their capabilities, reach unified leadership and coordination, response rapidly and control the scene quickly, enhanced education of leading and resolve conflicts in time, handled and prevent the situation from worsening, conjunction closely and make initiative rehabilitation via active measures, and so on. If we can increase the effective prevention level and the ability of disposal of mass incidents in rural areas, we will calm or stop the rural mass incidents at once.
