The Research On Government Management Of Information Communication In Public Crisis

Today, following the acceleration of the informatization and globalization of this information world, China has entered into a high-risk stage of society which Public Relation crisis events is becoming more frequent, as the development of new technology on media and Instant Message transferring such as Trans-space-time, Point to Point, Instant Messaging and more open methods on public information spreading, nowadays, for most occasion the public can be the "trigger" of any kind of public information. The vast information following the possible breaking of public relation crisis has become the focus of the mass media and people that makes effective public information crisis management become more urgent.The government, as the main body of the Public Crisis Management, is responsible for all the potential public crisis, and it is also important that the government should have the immediate action to any possible crisis events. Effective public communication policy, instant official information publishing and correct attitude towards public critics are the core part of public crisis management, thus becoming the key factor to test the capability of the Government on dealing with public crisis events. Therefore, the way to deal with the possible public crisis problems by integrating the Mass Media and people, the way of controlling the source and transferring of information, the way of public guiding, dissents stopping and information examining are very important. Whether the government can take the opportunity to lead the public in the caprice of any public events to avoid the possible crisis so as to handle it by controlling the events, avoiding conflicts, subsiding crisis and conciliating people is very vital and inevitable, and it will also face unprecedented challenges.In reference to the previous researches on this problem by using the combining theory of Communication, Management and Psychology, this thesis analyses the spreading of the public informant in crisis event and provides the suggestion on crisis managing, crisis investigating, strategic analysis. From the point of view of Public Crisis Management, this thesis also analyses some cases relating this problems and provides the government the methods on managing the distorting information of the interpersonal, group, mass and organizational communication in order to suggest the government to strengthen the public crisis management by more intervene on the public information transferring, rumors controlling, dissents stopping, guiding and conciliating so as to ensure the credibility and effective manage of the service-and-responsiblity-oriented government.
