Study On Conectivity Between Township Administrative Management And Villagers' Autonomy

The early 1980s, family contract system replaced the"people's commune"system, and China's rural grassroots management system presented township administrative management and villagers'autonomy of binary coexistence, formed a new governing system of"village-govern-township-politics". Under this background,the township administrative management and villagers'autonomy's docking has becoming more rational and mature in the structure, mechanisms, functions, but because the special political, economic, cultural and historical traditions of our country, the influence on the actual cases, some areas'docking of township administrative management and villagers'autonomy appeared disharmonious circumstance, to some extent, deviated from the original design of the system. This led to the poor implementation at the grass-roots and inefficient rural overall governance, which seriously restrict the progressing of the current construction of the new socialist countryside smoothly, affected the overall goals of building a well-off society and block the socialist modernization.October 2005, the Chinese Communist Party Plenum proposed requirements of"production, affluent life, civilization, clean and tidy villages and democratic management", push forward construction of socialist new countryside. Report of the Seventeenth Party Congress advanced that deepen the reform of rural institutions, strengthening grass-roots political power, and improve administrative affairs, and village affairs,to achieve connection and interaction of government administration and grass-roots self-government. Encourage social organizations'active role of expand the participation and reflect the aspirations of the masses, enhance the social self-governance in the part of"the development of grassroots democracy, protection of the people enjoy more effective democratic rights"How is the development of abutment joint between township administrative management and villagers'autonomy, directly related to the goals of the new rural construction, and building a well-off society smoothly. Therefore explore a path of healthy organic butt between township administrative management and villagers'autonomy, which is important in resolving rural conflict, building a socialist new countryside and the realization of socialist modernization.In this paper, based on previous research and field surveys, I conduct some deep study about docking problems of township administrative management and villagers'autonomy, which consider villagers'autonomy as my perspective, see the interaction of township administrative management and villagers'autonomy as my breakthrough point, consider the Seventeenth Party Congress and the Third Plenary Session's spirit as a guide. In order to achieve the governments at all levels to deep township institutional reforms to strengthen the grass-roots political power that advanced by the Seventeenth Party Congress and the Third Plenary Session. To achieve the effective convergence and interaction goals of township administrative management and villagers'autonomy, I also Summarizes the current docking status of township administrative management and villagers'autonomy, analysis of the reasons for unhealthy docking, and advance suggestions, from economic, legal, institutional, institutional, cultural and other aspects.About the article innovative points have the following two points: Firstly, with the perspective of villagers'autonomy, I conduct a systematic study about township administrative management and villagers'autonomy docking, including its theoretical basis, influence factors, docking significance, the future development trend, docking status,not benignancy causes,realize benign docking countermeasures and so on.
