Concerned the situation in our country, our current prominent contradiction is overall growth of public demand and the severe shortage of public goods. So, to meet the majority of the people on the public demand for the product has become the main task of governments at all levels. In local government, the various work areas, each civil servant's work attitude, quality, including the provision of quality public services will be affected in varying degrees of local government final quality of service. We want local government to see every aspect of work done as a whole, every civil servant and every organization activities are an integral part of the whole. The government is clear about the public demand for the mission, and make the public as a service center. All this shows that upgrading the government's public service capacity is imminent.Since the rise of new public management, the total quality management in the enterprise successfully is applied to the local government applications and the possibility of development of total quality management. The local governments can learn from the management model of total quality management and application of methods of continuous improvement quality, the establishment of full participation to the public as the center of a comprehensive quality management system and improve the capacity of local governments, public services, and ultimately to build a successful service-oriented government and well-off society of the new target.This paper reviews the relevant research literature, based on the view of the current capacity of local government public service status, analyzes the necessity and feasibility of the local government's improving public service capacity to implement total quality management. Using the total quality management theory and methods to enhance the capacity of local government public services and ensure high-quality local public services to enhance the competitiveness of the local government itself, to resolve the current lack of existing public services and public demand for increased supply of the conflict.First, the article focuses on the related theoretical knowledge and concepts, and on this basis, describes that the use of total quality management of public services in local government capacity is reasonable. Secondly, aiming at the practical problems of current public service capacity of local government, analyzes the reasons, as well as the current favorable conditions and the difficulties on Total Quality Management, and proposes the implementation approach of enhancing the local government public service capacity from the perspective of total quality management. Finally, the paper also proposes the implementation of total quality management, protection measures, to ensure that public services in enhancing the capacity of local governments to implement total quality management to achieve better results.
