Study Of The Citizen Participation To The Local Authority Performance Management

The citizen participation to the local authority performance management is the effective way to enhance government performance. The local authority improve performance, must establish the common cooperation relationship with citizen, notice the citizen participation, let citizens to participate in government performance management process , build multiple forms of citizen participation channels, prompt the government organizations and their staff to implement the responsibility, improving job performance and the level of public service. Not only this is the performance management essence requests, is also the democratic administration's way that must be taken. The performance management is essentially communicating effectively, finding the problem, proposing solves, then reaches the unanimous agreement up and down, thus improving performance continually. The local authority enhances the performances, must establish the relations which the government and the citizen cooperate together. Government performance management is an organic management system. Citizens to participate in government performance management not only include participation in government performance evaluation, but aslo include participation in government performance target settings, participating in government performance evaluation project definition and the project goal is expected to setting, participating in government performance evaluation index system construction, participating in the performance supervision. At present, Our citizens to participate in local authority performance management still exist many problems: administrative workers lack responsible spirit, citizen consciousness is low, participation ability is limited, participation way is single, participation cost is high, lacking effective mechanism of citizen participation and unified legal norms. The paper analyzed the deep restricting reasons of citizen participation to the local authority performance management, from two aspects:citizen culture and traditional administrative system. Prompting the citizen participation to the local authority performance management must promote administrative staff to advance"responsible spirit"and promote citizen to advance"citizen consciousness", cultivating the participated political culture, improving their performance management knowledge of local authority, perfecting citizen participation channels in the local authority performance management, establishing the local authority performance management of the citizen participation mechanism, formulating unification regulations of the citizen participation government performance management.This article includes three parts:The first part is the elementary theory, including concept explanation and rationale. First, the article has explained the performance management's concept systematically, then, has analyzed the government performance management process, pointed out that the government performance management needs tool rationality and rational value combination, should establish cooperation relationship with citizens, pay attention to the citizen participation. The analysis has limited the concept of the citizen participation to the local authority performance management.The second part is analysis of the citizen participation to the local authority performance management in the present situation. After narrating and commenting the citizen participation to the local authority performance management in the present situation, the article analyzes the problems and deep level restriction factors of the citizen participation.The third part promotes the realistic way of citizen participation to the local authority performance management. First, must realize the public administration personnel's responsible public motion. The second, need to cultivate the citizen who can participate the public affairs on their own initiative. The third, must establish multiple channels of the citizen participation to the local authority performance management. Finally, must establish the mechanism and unification regulations of the citizen participation to the local authority performance management.
