The civil servants are the executor of the government's function. They play an important role in planning, organizing, coordinating, and controlling in the national administrative management. The training of civil servants is not only an important approach to strengthen the construction of their abilities, but a key factor in the enhancement of their competitiveness as well as in the construction of a mighty government. However, as feeble parts, the training evaluation's theory and practice are always being ignored.Traditionally, when referred to evaluation of civil servant training, it means and mainly focused on the evaluation of training results. Different with this opinion, the first part of this dissertation points out that the evaluation of civil servant training should go through the whole training process, not just the after—sight evaluation of the training results. So based on this conception, this article reconstructed the new china civil servant training evaluation system characterized by evaluation went through the whole training stage. But this idea is just a kind of new training evaluation viewpoint, not a mature theoretical model. So in order to upgrade the discussion, the author built the training evaluation cycle model. This model is an extension of traditional training effectiveness evaluation.Need to say that the essence of this new evaluation is based on the whole training stage, so the evaluation includes the evaluation of training demand analysis, evaluation of training design, the evaluation of training exercise, the evaluation of training results according to the round of civil servant training. In convenience, this paper called this new evaluation system training evaluation cycle mode. After building the training evaluation cycle mode, part II introduced the training evaluation system in America, England and France. Through this introduction obtained the suggestions and useful advices for our country.Part III is about our country's civil servant training evaluation system. Now we have the primary framework of civil servant training evaluation, established the objective and principles of civil servant training evaluation also have the initial index system. Then the paper not only pondered also analyzed current questions in our system such as: the evaluation did not go through the whole stage, has no clear evaluation body, the evaluation index system need to improve.So the last part is the concrete building ways and methods on the foundation of our country's current situations, using the new training evaluation cycle mode. The new systems should include the following aspects: clear definition of evaluation body, further improvement of evaluation index system and consummate the evaluation process of civil servant training.In foreign countries, although they have not formed mature theory in this new training evaluation cycle mode, the people already accepted this conception and applied it to the whole training process. In order to draw this new training conception into our civil servant training evaluation system , directing the practice, the author put forward the evaluation cycle mode. Of course, this mode need to be further discussed and improve in reality.
