As stated in Twelfth five-year plan, the core part of government transmission is to build a service-oriented government, and to enhance the capacity of civil servant, which is becoming a pioneering, fundamental and strategic project. To strengthen the civil servants'capacity comprehensively, as well as to foster a professional, cultivated civil servants team, is a guarantee to the efficient operation of administrative management of civil service and civil rights. And it also contributes to the rapid, sustainable, coordinated growth of society and economy. However, the current standard of capacity building of civil servants is ambiguous, objective implementation is non-specific. Besides, the civil servant capacity building is not integrated into each part of administrative management on basis of competence quality and career development requirements of service providers. These all resulted in deficiency to build civil servant capacity systematically, normatively and practically. This paper provides a quantitative description and analysis on the civil servant capacity building of different levels. Considering varied emphasis on the key part in civil servant capacity building, we build a comprehensive dynamic model. We also discuss details in model-building and application procedures. Our overall goal is to provide a theoretical basis for administrative management and civil servant career development.Firstly, this paper reviews bodies of knowledge for civil servant capacity building. We believe that capacity of civil servant has a congenital foundation and is shaped by of taking education and practice. At the same time, it has a great influence on efficiency and relative stability of their behavior. So the process of building civil servant capacity should comprise an array of dynamic links which makes it an SE. According to "PRC Civil Servant Law", civil servants are classified hierarchically into 3 categories:junior, intermediate and senior, based on which we provide an analysis on relation between key part in administrative management and civil servant capacity building. Secondly, by reviewing civil servant capacity building historically, we make a summary on practical utility of the previous building. We believe that the main problems result from traditional administrative culture obstacles, deficient institutional environment and biased evaluation criterion. Finally, based on the goal and principals of our civil servant capacity building we bring up our methods and procedures to build a comprehensive dynamic model including overall framework, model relation analysis and Hierarchy capacity model. Through this model, key links among administrative management can be integrated systematically.The paper also provides an empirical analysis on junior and intermediate civil servant capacity building of Z region. It proves the validation and utility of our model. We make a practical proposal on key links in administrative management based on the result. At last we discuss the application conditions of civil servant capacity building model from he ideological, organizational, cultural, institutional point of view.
