Research On Equalization Of Basic Public Services Provision In Infrastructure Field

One of the important functions of government is to provide equally basic public services for all citizens. Achieving equalization of basic public services gradually is the need to perfect public governance, improve governing capability and transform governmental functions.As a part of the basic public services, infrastructure services is not only the foundation of the development of national economy, but the thruster that increases people's welfare benefits. Therefore, how to advance the equalization of basic public services in infrastructure field, narrow its gap between city and countryside, among various regions and social groups gradually, promote balanced and coordinated development of economy and society becomes one of the important issues in the progress of constructing harmonious society.On the basis of introducing and reviewing the literatures on concept and theories about the infrastructure and the equalization of basic public services, this dissertation takes the differences in basic public services of infrastructure provision as the study cutting point and aims to discuss the countermeasures that promote the equal supply of basic public services in infrastructure field. First of all, around the final value of the objective to realize the equalization of civil rights, this dissertation focus on the availability and the possibility of exercising of civil rights to set the index system of measuring the equal level of basic public services in infrastructure field. Then, taking the index system as reference, this dissertation assesses the current situation of equalization of basic public services provision in infrastructure field, as well as points out the problem of supply gap existed in the progress of promoting equalization: western and central regions behind eastern regions, rural areas behind urban areas. In addition, further research finds the reasons leading to supply unequal are early strategic inertia, uneven levels of economic development, structural and institutional obstacles and so on. Finally, on the basis of the above analysis, beginning by safeguard the equalization of the civil rights, the dissertation proposes the policy recommendations to promote the equal supply of basic public services in infrastructure field:increase the investment to western and central regions and rural areas, innovate transfer payment system, improve the public finance system, increase financial subsidies, improve the income distribution system.The innovation of this paper is to establish the value of target and indicators system for measuring the level of the equalization of basic public services in infrastructure field, quantitatively measure the level of the equalization of basic public services in infrastructure field and the supply capacity differences between urban and rural area, in order to summarize and explore the focus and effective way that promote the equal supply of basic public services in infrastructure field.
