| Objective In order to present a proposal for enhancing the level of technology of emergency and improve the emergency management system, an investigation and analysis for the scientific and technological support systems of emergency management in Guangdong Province proceeded based on comparison of the emergency management system between China and the United States.Methods The data and information was collected by literature retrieval and field surveys which includes questionnaire investigation, visiting of emergency management sectors some universities and research institutes, and holding some expert meetingsetc.The data were analysed by literature analysis, comparative analysis and descriptive epidemiological statistics analysis.Results1.Undergo more than 200 years construction, the public participation culture of prevention of American emergency management system was formed, emergency response system has shown more maturity, the emergency management organization--Department of Homeland Security which is an independent emergency office as the leading was established, "Unified Management, Territorial-based, Graded Response, Standard Run" is the characteristic of emergency management mechanism, the emergency legal system is comprehensive, reified, specialized and systematic.2.Our Emergency management system has been developed since 2003, but it is still the government-led response cultural; Though national contingency plan framework system has begun to take shape, its maneuverability and connectivity still need to be further strengthen; "the Chief Executive responsibility" is the main part of emergency management organization, coexistence of various emergency management agencies; "Unity of Command, Functional, Responsive and Efficient Operation" as the goal of emergency management mechanism, the assessment mechanism is not yet established; the authority of emergency legal system should be strengthened and more local emergency regulations needs to be introduced.3.The Science and Technology Support Situation of Emergency management in Guangdong Province (1) The emergency technology plan of nearly half of 19 prefecture-level cities has been formulated.(2) A variety of professional talent pool and expert database have been set up in between the government and the agencies. (3) Among 63 universities and research institutions, 65.08%(41) have established emergency management-related research institutions, the institution engaged in the study of incidents disaster-related research was the most (33).(4) The emergency platform of Guangdong province has been built initially. Emergency plat interconnection have been achieved between Guangdong province and 19 prefecture-level cities and 18 emergency committee members, but emergency platforms have not been interconnected among departments;(5)Oceanic and Fisheries Administrator of Guangdong Provicial has developed a series of professional software, Zhuhai and Zhanjiang have already carried out research related to emergency management;(6) 42 universities and research institutions have undertaken 586 research projects related to emergency management have been undertaken by 42 universities and research institutions since 2005, including 22 of research and development,17 of production and application,7 have won national patent;(7) The emergency activities have been carried out in 34 universities and research institutions, which are main in relation to public health and incidents disaster.Conclusion1.There is a great difference between China and America emergency management. America emergenecy management is more comprehensive, however, our emergency management system has own advantage, the Chief Executive responsibility is suit to China, and social political mobilization is stonger. The emergency management system of the United States is more perfect, which has characteristics of the prevention culture, the formation and training of emergency rescue team and the emergency technology support system and so on.Even so, our emergency management system still exsit some shortcomings, we can draw on the advanced experience from America, and it will be gradually enhanced and improved.2.Emergency management in Guangdong Province at the forefront of our country, and "Guangdong emergency model" has been formed. However, the science and technology support situation of emergency management is relatively weak, which is also incompatible with the economic situation and can not meet the need to deal with emergencies. We must constantly improve the level of scientific and technological support, in order to enhance emergency capacity and meet the realistic need.3.By the comparison of Chinese and American emergency management system, and according to national conditions, we should be mainly learn from the United States first in four areas:the prevention culture, the "comprehensive emergency system ", underline technology, the emergency legal system.4.Not only learning from the successful experiences of America emergency management, but also further developing the self advanteges and generalizing "Guangdong emergency experience " that is suitable for our national conditions. Our emergency management system will be improved gradually and developed into normalization,grassroot level, socialization, scientific, orderly.
