The National Long-Term Education Reform and Development Plan developed by the Ministry of Education says that the task of reform and development of continuing education is:"emphasis on education for the aged, extensive education in urban and rural communities, speed up the construction of various types of learning organizations." Community education can not be separated with community team activities, which active at the basic level. The team directors who work as the soul play an important role to the team. Research the needs of the team leader of the community, use of interviews to comprehend the story of the community team leader, then interpretation the story with the relevant theory, afterwards propose the development approaches of the community team leader, which has great significance for the development of the community groups and community education.The paper consists of seven parts:Chapter One:Introduction. It mainly explains the research backgrounds,significances, research objectives and thesis structures of this paper.Chapter Two:Literature review. It reviews the papers related with "community groups" and "learning needs"; defines three core concepts, which are "community", "community groups"," learning needs ".Chapter Three:Research design. This chapter first explains the selection of the research methods and the research tools, then shows the main steps of this research.Chapter Four:Stories of the team directors. It shows the stories of two community team directors about their motivation, team development process, learning experience in the process of team development, and so on.Chapter Five:Interpretation of the story of the community team director. In this chapter the 14 stories of the community team directors will be taken on in 8 different dimensions, such as basic information, the number of the team that directed, motivation of being the team director.Then deeply interpret the story of the community team director Combined with the related theories of adult education, psychology, organizational behaviorChapter Six:Propose the development approach of the community team director. Based on the interpretation of the story, it first proposes the existing development approaches of the community team director: informal learning, self-directed learning, visit learning, innovative learning and so on. Then proposes the other ways for development which are the team leader: building learning communities; community school:nurturing community team leader; community college:playing the leadership, and training roleChapter Seven:Reflection and prospect of the research. It shows reflections on research objects and research methods and presumptions about later research.The research shows and presents stories of community team director, propose the development approach of the community team director, it lays foundation to the future research.
