A Study Of Citizen Participation During Our Country's Public Policy Legislation Process

Participation became a kind of universal and extensive human behavior under the modern democracy system. The range and quality of citizen participation was an important dimension to judge a modernization progress of a country. The citizen participation of public policy means the citizen or organization joins the government decision process by the certain way,path and procedure, to know the related policy information, and express their own opinion to influence the policy making, when the government made some public policy that related citizens'benefits. To carry out the citizen participation not only a basic path to achieve a more scientific,democratic and legalistic public policy, but also helped the citizen to achieve their personal rights and privileges.During the process of building a socialistic market economy and political democracy, our country's major goal is to achieve social stability and harmony in development. So public policy has become an important tool for the government to supervise the market economy and manage the society. It is no doubted that citizen participation will promote a more scientific democratic and public policy, facilitate the public policy's carrying out, cultivate citizens'awareness of personal rights. Although the range and depth of citizen participation in our country is gradually increasing, there still exist some problems influencing citizen participation. As a result, how to expand the way and channel of citizen participation, how to ensure citizen participation in the form of procedure and rules, public governor how to choose the way with the different range and different quality in citizen participation, these questions are clearly worthy of discussing deeply. The resolving of these questions will play an important role in promoting citizen participation during our country's public policy legislation process.This article firstly describes academic background about this research theme, gives meanings to citizen participation in the public policy making process, and on the basis of analyzing and summarizing researches on citizen participation both at home and abroad, the article gives definition to some related concepts, oriented by the theory of governance, civic spirit and people rules; secondly, from rules and regulations,main forms,results analysis angles, the article analyzes the current situation of citizen participation; Thirdly, combined with current situations, the article summarizes the problems affecting citizen participation during our country's public policy legislation process and explains reasons explicitly. At last, from government's administrative mindset and behavior,citizen's awareness and ability of participation,social self-governance organizations and laws and rules, the four aspects put forward proposals to improve and perfect the citizen participation during our country's public policy legislation process.
