The Research Of The Public-service-oriented Innovation Of The Local Government In The Market Economy Condition

China has transferred its main work to reform and opening up and economy development since the 3rd NPC of the 11th session of the CPC. To accommodate these changes, streamlining organization and improving efficiency became the main subject of local government reform and innovation in the last 20 years; it also got some prominent achievements in practice. Based on the target of constructing a whole well-off society, China put forward its task of deepening political system reform in the 16th session of the CPC, requesting a perfect government function of economy regulation, market supervision, social management and public service to form a formal, coordinated, transparent and high efficient government system. In the 3rd NPC of the 16th session of the CPC, China made it clear that"making people the first, setting up Comprehensive, coordinated and sustaining development view to promote the overall development of society and human being". In the 6rd NPC of the 16th session of the CPC, China put forward its target of constructing a service-oriented government, giving a direction to the government reform, but for local governments, there is still a long way to go in breaking through the obstacles of government reform and implementing the aspiration of constructing a harmonious society.In the process of society transformation, innovation is not only the main force to increase governmental vitality, promote governmental ability and development, but also an important guarantee in fulfilling overall, coordinated and sustaining development of society. The concept of public service-oriented government is a new mode and principle of government administration; it is based on the experiences of western developed countries'government reform, combining our country's specific conditions, aiming at constructing a whole well-off and harmonious society.The content of innovation is so comprehensive that various activities of improving resources allocation efficiencies belong to innovation. During the development of nations or societies, any achievement, including economy development, politics development and culture development, can not be made without innovation. JiangZemin has precisely pointed out that:"Innovation is the soul of a nation's improvement, is the energy of a country's development, and is the dynamo of a party's vitality."Government is the key point that keeps the order of economy and of politics and that functions to control, foster, support, inspect , moderate and serves the market economy. The governmental innovation refers to"in order to improve administration efficiency and increase public benefits, the public administration should pursue creative reform."Only through innovation, the government has the ability to change the passive and dead back situation, to strength flexibility and adoptability, to meet the demand of innovation for enterprise and urban area, to improve the passive effect ion of government in some new areas and some activities, and to guarantee innovation progress smoothly. Therefore, innovation is the principle point of government development, whereas public service is the most reliable passport that government must obtain in market economy.Public service innovation means that in the process of fulfilling the target of constructing a public service-oriented government, the government sets up an idea of service and taking people the first, changes its function and the way it does its work. The purpose of government innovation lies not only in developing market economy, pushing forward modernization process, but also in providing public service and products, satisfying social needs. The construction of public service-oriented government is not only the request to government innovation in the new century, but also the inevitable direction towards which government innovation develops. Thus, the research on public service innovation of local government means a lot to the construction of public service-oriented government and harmonious society.This paper is divided into six parts. In the first part, we put forward that public service-oriented government is the direction of our government reform, the construction of public service-oriented government has become the popular trend of many countries'government reform and innovation. We point out the meaning of our research and some achievements that have been made. At present, research on specific institutional arrangements is not too much, dynamic analysis is still the weak point, as for the research method, empirical analysis is less than comparative analysis. In this paper, we make it clear that our research is a dynamic analysis about the construction process of public service-oriented government.The second part begins with analyzing the function of local government, the backgrounds and motivation of public service innovation, through that we get the inevitability and urgency of local governments'public service innovation.The motivations of local governments'public service innovation are as follows: first, the demands of coping with internationalization and regional competition; second, the demands that local governments pursue the profits of innovation; third, the demands that officials pursue their political achievements; fourth, the results that central government gives up parts of its power; fifth, the basic requests of socialism democracy; sixth, the demands that deepening the development of socialism market economy; seventh, the requests of settling down social antinomy and setting up a harmonious society; eighth, requests of meeting world trends and reforming government system.The third part makes an analysis about the contents of local governments'public service innovation, points out that the final target is to construct a public service-oriented government, summarizes the existed theories about public service-oriented government and makes the idea, principle and target selection of public service innovation clear.The public service innovation of local government must take people, society and market for the first, at the same time, abide by the principle of limitation, efficiency, equalization and collaboration. Based on these principles, local government must make efforts to the construction of a public service-oriented government.In the fourth part, we mainly analyze the main contents and methods of public service innovation of local governments, and point out the current existed problems and shortages. At present, the innovation practices of public service-oriented government construction mainly include: first, promoting social service commitment system; second, carrying out administration examination and approval system reform; third, building up"government supermarket"to deal with social affairs; fourth, promoting electronic government system, lowering costs; fifth, fulfilling transparent administration; sixth, improving administration efficiency, raising service quality and level. Through the practices of local governments, we point out some existed problems, for example, officials don't have a comprehensive understanding of public service government, the construction of public service government is not systematic and there is no guarantee of perfect law system and so on.In order to solve the above-mentioned problems, combining the target of government reform, this paper puts forward the strategy of perfecting government's public service system subsequently, it is also the contents of the fifth part: local governments should set up correct principle of administration, change its function according to the scientific development view, make efforts to put forward administration system reform, adjust and improve the relationships between them, promote the development of nongovernmental organization, make great efforts to construct a public service system, adjust and perfect public finance system, strengthen the construction of a sound official-select system, quicken the construction of electronic government system and improve the government performance evaluation system.In the final part, we summarize the characteristics of this paper and its weak points. Its characteristics and creations lie in analyzing the motivations of local governments'public service innovation comprehensively, putting forward the principles and strategies that government reform must abide by based on the reform experiences of home and abroad and pointing out construction goals and the measure of consuming creative fulfillments. I expect that this paper can help fellows know public service innovation of local government more clearly and completely, then further push the construction of public service and fulfill the goal of setting up a harmonious society.
