Owning to the rapid development of knowledge-based economy, the environment which the main socio-economic enterprises survival in has changed dramatically. In order to deal with this rapidly changing situation, any of business who wants to maintain sustainable competitive advantage, need to be aware of organizational learning play a decisive role in the process of its development. However, within process of organizational learning in a business usually subjected to interference and impact of various factors. Among this, in the process of organization learning the most serious barriers of organizational learning is organizational defensive routine.Based on the above background, on the basis of systematic study on the a large number of research results on organizational learning and the organizational defensive routine of domestic and foreign scholars, analyze and solve the organizational defensive routine organizational learning process. First, through analysis of basic concepts of organizational learning and he organizational defensive routine, integrate the organizational learning process into three stages that is knowledge discovery and acquisition, knowledge diffusion and interpretation, knowledge application. Based on the three-stage process of organizational learning described the specific performance and basic features of defend organizational defensive routine in detail. Under the performance and characteristics of organizational defensive routine, the specific modes of organizational defensive routine are comprehensive analyed in various stages of the organizational learning process. Then bring forward the seven factors of organizational defensive routine in process of organizational learning and basic measures to overcome this problem. Finally, through a case study on company U (postal savings bank branch in Heilongjiang province) carry out the actual situation of organizational learning. Detailed and substantial analysis organizational defensive routine in process of organizational learning in company U through two methods that interviews and regression analysis.
