With the continuous progress of civil society, development of our government's management of public utilities have become increasingly demanding and the government getting much more responsibility, the government departments facing of various dimension of the challenge more and more. Because of strict "entrance" of personnel selection of civil servants and the average of high-quality, they have strong requirements to achieve individual values, at the same time, the consciousness of equality, freedom, democracy, they express more prominent of discontent of the realistic management system.Due to changes of the administrative ecological environment, the general theory of civil service management has been unable to meet the needs of today's public sector human resource management comprehensively and effectively. The values, ideology and norms of behavior of civil services group has been changed due to the highly complexity of society, as the civil servants'awareness of civic consciousness, the management of civil servants should be traditional sense of obligation-oriented changes to the rights-oriented. The general theory of civil service management, such as political management, legal management and ethics management, although it play an important role from different dimensions of public management, for civil servants individuals, it's not a good way to solve the fundamental problem. Administrative service of government departments is carried out according to the spirit of service by morality construction, it provided the institutional premise for the civil servants in making the behavior of public interest selection, when they make such choices, they are independent, free and totally voluntary. However, putting this issue in the complexity of social relationships , the civil services is no longer the traditional administrative model—simply attached to the power relations, legal relations tool. As a high degree of independence administrative actors , they are no longer a subject of passive implementation and service command, but independent judgment, freedom of choice.The implementation of public responsibility requires managers not only to maintain the balance between internal control and external control, it must be imposed sufficient external controls to prevent individuals addicted to selfishness, but also have adequate internal controls to encourage more idealistic, altruism and dedication socialist, in order to make them could complement each other and enhance the control, not conflict. When all sorts of political power and legal constraints contradict the above personal integrity of the civil service, then there will become out the confrontation of role psychologically, in the long run, the serious psychological depression will have an enormous physical and psychological impact. This kind of correspondence between individual and organizational environment is the process of stress generated.In the new era background, introduction the public organization behaviorism theory into public sector human resources management theory system, especially, stress management of civil service groups is weak nowadays. Civil servant management requires finding a new way to integrate the existing system and behavior of public organizations through the advantages of both resources. Public organization behaviorism theory studies the members'psychology and the law of behavioral activities of public organizations systematically, so as to improve ability of leaders to guide the person's behavior, promoting civil service management and goals of government organizations. Individual members psychological Differences, whether, cognitive ability differences or Mismatch between rules of organization caused the pressure,. study on stress management within the government-wide not only benefit for establishing the effectiveness of government , but also has far-reaching significance of public administration.
