The environmental sanitation is closely related to every citizen. In the light of the traditional administrative systems , the environmental sanitation governance is conducted mainly by governments in most of the cities in China. However, with the maturity of the market economy in China, the shortcomings of the singe-centered governance by governments gradually stand out, in that the growing needs of the economy and community could not be met only through the operations by the government. Thus, more powers should be involved besides the governments, such as the market and community, to facilitate the management of the environmental sanitation.The new theory of Polycentric Governance Theory gets rid of the limitations induced by the traditional singe-centered governance by governments and puts forward the polycentric governance mode framed by the government, market and community. It emphasizes that the functions of market and community should be further played and competition systems should be adopted for the management of public affairs. Based on the theory, the paper sets up a government-led polycentric governance mode supported by the market and community, which breaks the limitations imposed by the excessive concentration of powers in the traditional singe-centered governance systems. Moreover, the marketing mechanism and the role of the third party are employed with the cooperative and interactive relationships among them so as to achieve the effective management of the urban environmental sanitation.Based on the Polycentric Governance Theory, the paper conducts a comprehensive analysis of the environmental sanitation governance at the City P, through the combination of theoretical research and practical research, standardized research and case research. The paper is divided into four parts, with the literature review in the first part, the introduction of the environmental sanitation governance status and problems in the second part, with the problem analysis in the third part and the paper ends with the proposal of a polycentric governance mode for the environmental sanitation governance at the City P.
