Human society in the development process, there is always a variety of unexpected events and trigger crises. We have always faced a major problem that how to deal with these crises. In particular, China is at a critical period of social transformation, all kinds of uncertain factors increased significantly, critical incidents have occurred. In this backdrop, the government crisis management capabilities become increasingly important, not only to the immediate interests of the people, related to the overall situation of social stability, but also related to the process of building a harmonious society. In recent years, scholars have for the government crisis management theory and practice have a certain amount of exploration, but the government crisis management on the administrative accountability system, the study has few, while the administrative accountability system, is the government crisis management system is not available or missing an important system, so improve the government's crisis management in the administrative accountability has become necessary.In this paper, an analysis of crisis management, the introduction of administrative accountability system dynamics, proposes administrative accountability for better government the importance of crisis management. At the same time, from the examples in the analysis of the current crisis in the government in dealing with the problems, as well as the use of administrative accountability to achieve results. Secondly, mainly discusses the crisis management system of administrative accountability problems, including the concept of administrative accountability lag, crisis management, executive accountability, unclear roles, lack of executive accountability laws, administrative accountability mechanisms, as well as the main body behind the lack of relief measures, and to analyze its causes. Finally, put forward a sound administrative accountability crisis management in response to recommendations: Firstly, to update the concept of administrative accountability; Secondly, divide clear division of responsibilities of various government departments; Thirdly, crisis management in the administrative accountability of the law; fourthly, to build a sound question responsibility system; Finally, complete crisis management in the administrative accountability of the relief system.
