Public crises have worldwide outbroken since the 21st century, such as 9·11 events, SARS, earthquakes and Tsunamis occurred in the Indian Ocean, the epidemic of Bird flu, and so on. More and more people have recognized and accepted the view that public crisis management should be strengthened. With the development of economic, China has in a period of comprehensive transitions; it is a critical time that the public crises occur easily and frequently. Thus, how to avoid and deal with public crises, how to establish a crisis management system with Chinese characteristics has become urgent and important issues in China. In view of these, Chinese government should construct a crisis management model which emphasizes accountability and combines dynamic and static management methods.The paper explains the meaning, identity, and incentives of the public crisis, analyzes the meaning, classification, purposes, and principles of public crisis management, and then describes the current status of public crisis management in China.
