Research On The Administrative Accountability System Of The Government Public Crisis Management In China

Since the "9.11" incident, a worldwide series of major public crises ensued. Whether the outbreak of SARS, avian flu and other health disorders, or 2015 in Paris and the California terrorist attacks, etc., are all distressing fear and shock. So,strengthening and deepening of worldwide public crisis management has become an indispensable research of maintaining world stability and promote economic growth. At present, the management level of Chinese government in dealing with a series of public events during the crisis is gradually improving, however, the Government is committed to how to build a system of crisis management and response mechanisms more scientific and more efficient at the same time, they also ignore their own problems, the government departments how to promote public crisis management system is more comprehensive and effective, not just blindly "on paper" ? The author believes that the effective construction and improvement of the administrative accountability system is an important system that can not be replaced by the government departments in the process of public crisis management. Establishing and implement the administrative accountability system is an important part of the reform of administrative management and the construction of responsible government. It is also an inevitable way to regulate the government behavior, improve the administrative efficiency of the government, and comprehensively implement the administration by law.The whole article is divided into four chapters, first chapter is about basic concepts and theoretical basis. Then, in the second chapter, it describes the development course and current situation of the administrative accountability system in China. In the next chapter, the paper focuses on the analysis of the development dilemma of the government public crisis management. In the last chapter, the author deduces a series of strategies for the construction of China's administrative accountability system of public crisis management development.The administrative accountability system, it's a kind of internal control mechanism for government agencies and departments, mainly to prevent government departments alienation of power or the imbalance phenomenon, which is a self regulatory mechanism adapts the development of China's national conditions. At present, compared with other countries, the administrative accountability system of public crisis management in China is relatively late, all aspects still exist deficiencies and incompatibility, need rectification and improvement continuously, which is also need the government departments and the country gradually pay attention to. In the paper, the author puts forward the development status and development predicament of the administrative accountability system in public crisis management, confirmed that the combination of administrative accountability system and the crisis management system is very necessary for the administrative reform in our country, and the introduction also need according to the characteristics of public crisis to make some flexible changes. So, at the end of the article, the author summarizes the Countermeasures of the development of the administrative accountability system of public crisis management in our country, Firstly, strengthen the cultural construction of administrative accountability, optimize the external environment.
