At present, our country is in a society transition, mechanism transformation and system transition period. The changes of the social structure and benefits pattern of this period have aggravated social contradiction and conflict. This has brought pressures in many aspects to public administration too. Firstly, because of the blank in our system and defects of the mechanism, corruption caused by civil servants' abuse of their power has severely challenged the management of our government. Meanwhile, a large number of complicated social problems of the transition period have higher requirements for our government's administrative efficiency. While civil servants are concrete executors of the government's work, their working state and work quality determine the level of government's managerial ability. How to restrain civil servants' action against discipline and reduce their less effective behavior, is a system problem that has not been satisfactorily solved for a long time. Therefore, to train a clean, high-efficient civil servants' team has become a great subject that our government is now facing. The opposite motivation mechanism of civil servants can restrain their bad behavior by using the measurements of supervision, punishment, and warning etc, leading them to act to the desirable goals of the government. But our government overweights the application of the straight motivation mechanism too much in the implementation of civil servant's motivation mechanism for a long time, and has ignored the function of the opposite motivation mechanism relatively, and various opposite motivation systems can not be fulfilled, which makes civil servants' motivation mechanism lack a very important section. Due to the absence and defects of the opposite motivation mechanism, on the basis of our social characteristic of the new period, to explore actively how to construct the suitable civil servants' opposite motivation mechanism has become an urgent subject in civil servants' motivation mechanism research at present in our country.In order to reconstruct civil servants' opposite motivation mechanism and realize a clean, high-efficient government, this thesis uses some research methods such as, historical demonstration, comparison, studying an example, etc. to study the issue.
