The township governments are in the foundation position of country's administration system.Moreover,they are the most grass-roots government organization in our country.And the township civil servants offer direct service to people at the town and township.Their work efficiency on work is directly related to the implementation of national policies and the governments' image among the masses.Therefore,perfecting the incentive mechanism of the township civil servants is not only related to improving the overall quality of township civil servants,but more importantly,it is related to the promoting of the township governmental executive ability and the construction of new socialist countryside.So combining with the current situation of China's rural civil servants,perfecting the township civil servants incentive mechanism research,to arouse the enthusiasm,initiative and creativity of the township civil servants,and improving the township government administrative efficiency and the construction of socialist new countryside has important theoretical and practical significance.This paper sticks to perfecting the necessity and feasibility of township civil servants incentive mechanism,mainly adopts the way of questionnaire survey,investigates some townships of Linqu County,and according to the Linqu's survey results,analyzes the shortcomings of China's rural civil servants incentive mechanism at present,investigates its cause,puts forward the countermeasures.Through the questionnaire,we can understand that the Linqu's township civil servants incentive mechanism has achieved certain results,such as the township civil service management to the modern human resources management,management more standardized;but there are also some problems,mainly in: the spiritual and material incentives imbalance,positive incentive and negative incentive disorders,health factors and incentive factors disorder.From the case of Linqu County,we can realize that there are still many problems in the incentive mechanism of township civil servants,including the lack of fair compensation system,the training system is not perfect,the promotion system defects,incentives are not in place.The causes of these problems,we can from the incentive environment,including economic,political and cultural environment and incentive;incentive idea influence,mainly is the "people-oriented" concept of egalitarianism prevails,lack of incentive,and incentive mechanism implementation,this three aspects to analysis.As for the related countermeasures and suggestions to improve China's rural civil servants incentive mechanism,we should consider these aspects: optimizing the incentive mechanism of administrative ecological environment,thetransformation of township civil servants incentive concept,to further improve the incentive system of township civil servants,to strengthen the incentive means.With the rapid development of the economy and the change of social environment,China's township units constantly face new challenges,establishing and improving the incentive mechanism of township civil servants can not be achieved at one stroke,so we need to constantly adjust and adapt to the demand of the times.
