At the historic period featured with dramatical social and economic changes, mass emergency associated with labor relations has turned into a central issue, catching the attention of all sectors of the society. B Area acts as the third future engine of national economic development, whose economic indicators of all aspects are getting close to that of Shenzhen Special Economic Zone and Pudong New Area of Shanghai. With a crowd of foreign enterprises gathering here, it turns out to be a sensitive area where mass emergency associated with labor relations more easily occur. This paper, based on the theory of Crisis Communication Management, focuses on the present situation and existing problems of mass emergency associated with labor relations in through researching methods including literature review, expert interview, case analysis and so on, in the aim of putting forward pertinent solutions from the angle of prevention, anticipating control, process management and risk monitoring, post processing and effective evaluation, and strengthening the management of labor relations affairs.Proceeding from the current existing situation and problems in B Area around the issue, this paper is of great practical significance and provides valuable references for other cities under similar circumstances in China. As a sensitive issue, mass emergency associated with labor relations has rarely been explored by domestic scholars. Therefore, the paper will fill up the theoretical vacancy in a certain sense.The paper employs the theory of Crisis Communication Management to the resolution of mass emergency associated with labor relations from an innovative perspective. Drawing on the advanced management experiences from western countries dealing with the similar issues, the paper recommend to establish crisis leadership and organizations to cope with mass emergency associated with labor relations; design the four prevention mechanism composed of comprehensive investigation, mobile inspection, systematic examination and intensive training; establish and improve the three-level warning system; formulate on-site disposal options; develop negotiation specialist system; and improve the accountability system so and so forth.
