Leadership Behaviors of Cadres at the grassroots Level, in order to achieve organizational goals, is the special act shown by the leader in the implementation process of the leadership. The behaviors have very important implications for the work and image of grassroots cadres. Public trust of selecting and appointing cadres is the psychological sense of identity and satisfaction of the public, which caused by the process and results of selection and appointment of cadres in the party organizations, the personnel department. The current research has little involved in the relationship between leadership behavior of grassroots cadres and public trust of selecting and appointing cadres. To study it, not only can help the work of grassroots cadres, but also can be targeted to provide the basis for building a cadre behavior.In this study, based on the analysis in the literature, 38 grassroots workers were investigated by the open questionnaire survey. Through analyzing the content and referring to the existing theories, we putted forward the construct structure of leadership behaviors of grassroots cadres. Then we drew up the questionnaire of leadership behaviors of grassroots cadres, which has a good reliability and validity. Then we investigated 376 grassroots workers to evaluate the leadership behaviors of their units'cadres. Finally, we discussed the features and factors of leadership behaviors of grassroots cadres and public trust of selecting and appointing cadres, and studied their relationship.The main results are listed below:(1) Leadership behavior is a multidimensional concept, which includes three factors, Under-oriented, mass-oriented and task-oriented.(2) The level of evaluation of grassroots workers for the leadership behaviors of grassroots cadres is at medium to high level in the overall. There're significant differences in the leadership behaviors of grassroots cadres on the variables, which are the distribution of unit and whether touch with the people at work.(3) The level of the public trust of selecting and appointing cadres is at the middle level of the whole. There're significant differences in the leadership behaviors of grassroots cadres on the variables, which are the evaluator's gender, the distribution of unit, the working years.(4) There's an evident correlation among the leadership behaviors of grassroots cadres and t the public trust of selecting and appointing cadres, it has great effects to he public trust of selecting and appointing cadres.(5) The questionnaire of leadership behaviors of grassroots cadres has good reliabilities and validities.In conclusion, leadership behavior has a good theoretic structure, which was testified by multiple ways and from different views, while the relation between the leadership behaviors of grassroots cadres and t the public trust of selecting and appointing cadres was discussed. It is helpful to improve the recognitions on the leadership behaviors of grassroots cadres and t the public trust of selecting and appointing cadres, and has the instructive values for improving the leadership behaviors of grassroots cadres, which are based on improving the public trust of selecting and appointing cadres. At the same time, it also points out the direction for the further researches.
