Public trust of selecting and appointing cadres is the public psychological identityand satisfaction of the work and result of public organization selecting and appointingcadres. The public is most concerned about the standard to candidate for selecting andappointing work.So constructing a set of scientific and feasible evaluation index systemof public trust of selecting and appointing cadres can not only offer some basis forevaluating the public trust of selecting and appointing cadres, but also can enrich therelated theory of human resources management of public department further along.This study is based on literature analyses, conducts a set of evaluation indexesystem of public trust of selecting and appointing cadre by expert consultation, minimaxdeviation primarily, with that utilizs the analytical hierarchy process to determineweight for selected indexes, and devises the specific process to evaluate the public trustof selecting and appointing cadres, finally utilizes Chongqing as an example forempirical research to test the practical applicability and rationality of this evaluationindexe system. Main conclusions as following:①Conducting a set of reasonable and effective evaluation indexe system of publictrust of selecting and appointing cadre.Thie index system includes three first-indexs andtwelve second-indexs. The first-index includes whole perception evaluation, resultperception evaluation, procedure perception evaluation. The second-index includes thesatisfaction of the selection results, the public identities of the cadres who is selectedand appointed, the whole evaluation of the implementation process of selection andappointment work, moral evaluation, competency evaluation, attitude evaluation,performance evaluation, style evaluation, individual quality evaluation, the systemconstruction evaluation of selecting and appointing cadres, the procedure evaluation ofselecting and appointing cadres, the method evaluation of selecting and appointingcadres.②Utilizing the analytical hierarchy process to determine weight for selectedindexes, and devising the specific process to evaluate the public trust of selecting andappointing cadres.③Utilizing Chongqing as an example for empirical research, according to thetheoretical evaluation index to draw up and issue present situation investigationquestionnaire of public trust of selecting and appointing cadres of Chongqing, the assessment result of Chongqing is good.④In order to improve the satisfaction of public trust of selecting and appointingcadres, the government of Chongqing should strengthen the style construction of cadres,especially strengthen anti-corruption construction, strengthen the achievementconstruction, strengthen the ability construction of selected and appointed cadres, strengthen the system construction of selecting and appointing cadres, and so on.This study uses many kinds of methods to conduct a set of reasonable and effectiveevaluation indexe system of public trust of selecting and appointing cadre from thepublic cognitive perspective of the psychology, it provides certain guidance for knowingthe whole current situation of public trust of selecting and appointing cadres and puttingforword strategies to improve the public trust of selecting and appointing cadres.
