In 21st century, the globalization brings new challenges and opportunities to enterprises, and the development of networks breaks former concept. Boosted by the global information networks, organizational structures of enterprises begin their second reforms, and now, a new and flexible organizational structure, which is the horizontal structure become a necessary option under new economy mode.Salary system design is the coral content of HR management. In the broadbanding salary system, experiences will not be connected with salaries, in stead, all is depending on achievement. It broke traditional classification ideal that maintained and strengthened by position-based salary system, reduced the difference between varied works, and good for improving enterprise efficiency and establishing a study-based enterprise culture. Meanwhile, it could main the flexibility of the enterprise and effectively enhanced their ability to suit exterior environment.
