The development of telecommunication has deeply changed the way of peoples productive life and living life and has brought a large of consumers convenience .Following ,the reformation of telecommunication ,the break of monopolization and the intensification of competition ,people has not been satisfied with basic communication ,they become more and more aware of their rights and advocate it through all kinds of method .This article try to begin with the legal features on services of telecommunication and consumers of telecommunication ,studying on the legal relationship between the government ,the operators of telecommunication ,the product of telecommunicate equipments, the dealers of telecommunication and the consumers .Besides ,it analyses the contract relation between the operators and the consumers of telecommunication .Because of the unequal position in the business ,the governments supervise seems much necessary .The context poses in this extent the special expression of their general rights and the special rights ,and analyses the most phenomena that infringe on the rights of consumers in the society .Finally ,it designs a legal system on consumers rights protection on the basis of foreign legislation : firstly ,we must legislate for the protection of consumers rights ,secondly, the government must supervise the market order and the action of telecommunicate corporation in principal of open ,fair, justice and separation between government and corporation ,and identify the legal status of the supervise agency .Thirdly, consumers special rights should be protected ,we may set up special judiciary court for telecommunicate consumers and use simple formation to improve the arbitral system, and upside down the burden of proof .At last, we must constitute the social system on consumers rights , and exert the positive action on social medium organization.
