The idea of the urban and rural integration has come out as early as last century. After the openning and reform of our country, especially at the end of 1980s, due to the isolating development between the urban and rural areas in Chinese history, there comes out various of economic and social contradictions, we began to engage in the studies to the concept and connotation of the unban and rural integration.The first part of this article begines with the theory of the urban and rural integration, detailed describing the developing modes and successful experience in the integration home and abroad, the practice of the integration in the developed areas in our country, the problems which appears in the process of the integration and the revelation to the integration in the undeveloped areas.The second part describes the theoretic basis on the urban and rural integration in the undeveloped areas. First, it analyse the character undeveloped areas, and the problems existing in the integration. The industry is scrappy, the ecology is weakened, the products are elementary, the extra value is low, the land is on speculation and the governmental management is out of control. Then it analysed that the advantage of undeveloped areas is on the predominance of the competition and policy the article proposes the principle and measures to the urban and rural integration of the undeveloped areas.The third part based on the following points: the urban and rural integration in Jinyun county, the distributing of the towns, the characteristic of towns' system,...
