Election as a special human activity will cost a great many, especially the direct election will cost more than representative election. But the high costs for election may become the barrier to reform of election system. Form the experiences of residents' committee direct election all over the country, we found out that the costs for direct elections are generally high. Such as the situation in Wuhan Chaidong community, the general cost for the election there is over 80,000 yuan in RMB. On the contrary, the general cost for the election in Ningbo Chenglang community is only about 9,000 yuan in RMB. Through the investigation in above two communities, the author thinks that the reason for the different costs of residents' committee is the difference between self-organizing statues in these two communities, and then supposes that the higher self-organizing extent situation will cost limited investments and the lower self-organizing extent will cost higher investments. The two aspects are in inverse proportion. The thesis is a case study on Wuhan Chaidong community and Ningbo Chenglang community, by using self-organizing theory as basic analysis tool, tries to prove the hypothesis and draw a general conclusion.Community self-organizing means the democratic decisive process to administrate the public affairs inside community, which generally don't need any impulsive order outside the community, and the members in the community always negotiate and avoid the disagreements and increase the reliability among them. Finally the community can enter into the status of self-running gradually. The higher self-organizing extent means the community close to the self-organizing order, and in this situation the public spirit of trust, cooperative and inter benefit may formed automatically. The regulation in contemporary residents' committee election in urban community in China requires the voting ratio is over 50 percents.
