| After reform and opening to the outside world of over twenty years, at present, our country is in the critical period of another new construction of political democracy and reform of political system. As a fundmental idea of modern political democracy, the theory of responsible government is being concerned and discussed by more and more people. Because of the influence of various subjective and objective factors as well as the changing conditions, there are many problems existing in the current mechanism of our responsible government, which will affect the further development of our socialist, construction. Therefore, how to strengthen and improve the construction of the responsible government in the new historical era has become an important subject in the course of the current governmental reform. This paper describes the connotation, causes and historical process of our responsible government. Also it outlines the problems and challenges existing in the course of the construction of our current responsible government. Then this paper deeply analyses the causes of problems arising from the construction of our responsible government in following diiferent aspects, such as imbalance of the relationship between responsibility and power, low degree of legal systems of the governmental construction, lack of open politics in handling the governmental power, the system to supervise not brought into play as well as conflicts and loopholes during the transformation of the system. Finally, this paper put forward some measures on how to construct responsible government: carrying out the system looking into administration responsibility, making governmental affairs public, establishing of bright administration, setting up effective supervisory mechanism, strengthening and improving the administration governed by law, separating the administration from the Party, perfecting the system of the national congress, further constructing administrative ethic sand so on.
