Study On The Local Government-governance Mode Under Chang-Zhu-Tan Regional Economic Integration

With China's strategy of implementing middle areas rising, Chang-Zhu-Tan regional economic integration, the first ideas of regional economic integration in inland provinces of China, is deeply concerned. Because of the government administrative division, Chang-Zhu-Tan regional economic integration has been unable to break through the administrative regions to achieve a rapid development. So it is necessary to study and construct a good government-governance mode of Chang-Zhu-Tan for the realization of regional economic integration.This paper firstly analyzes the government-governance mode of China and the development trend of the government-governance, and illustrates the concept, produced, characteristics, roles of Chang-Zhu-Tan local government-governance mode, and points out that Chang-Zhu-Tan existing government-governance mode has restricted the development of economic integration and led"Administrative Economy". Based on these analysis of the practice of the local government-governance mode of China, this paper put forwards the goal government-governance mode of Chang-Zhu-Tan——regional public management mode from mechanism, policy making, subject of governance and so on. Finally based on the regional public management mode, this paper offers the specific means of optimizing the local government-governance mode.
