Research On The Transformation Of Xi'an Government Function From The Perspective Of Regional Integration

Regional integration is not only an effective way of urban development,but also a development process.As China's current market development and the development of civil society are not yet mature,this makes the city government a core player in promoting regional integration.In order to promote the smooth development of regional integration,it is necessary to conduct in-depth research on government functions.In the related regional integration practice,influenced by multiple factors,Xi'an City has obvious advantages compared to other cities in the region,and thus has become the planning growth pole of regional integration practice.Correspondingly,Xi'an Municipal Government also needs to take greater responsibility.With the continuous evolution of the regional development strategy,the Xi'an government urgently needs to change its functions in response to the higher demands it has put forward.Xi'an took the lead in realizing breakthrough development and further promoted the overall development of the region through the diffusion effect of growth poles.For this reason,this article takes service government theory and growth pole theory as the overall analysis framework,combs the regional integration practice that Xi'an participates in,and analyzes Xi'an city government's performance status.It is found that while achieving remarkable results,there are still some limitations in terms of economic development coordination,social governance,cultural development,and ecological protection.According to the analysis,the reason lies in three aspects: concept,institutional mechanism,and organizational structure.Based on this,based on relevant successful experiences,the article proposes four countermeasures and suggestions for improving the functions of the Xi'an government,namely,clarifying the objectives of functional changes,strengthening concepts,improving institutional systems,and improving organizational structures.This will accelerate the pace of growth in the built-up region of Xi'an,and the multi-systems will exert its diffusion effect to promote coordinated development of the entire region.
