A Study On Reconstruction Mode Of Heilongjiang Old Industrial Base

Heilongjiang old industrial base had made great contribution to the construction and development of China since its foundation. However, due to the policy influence of the state' s economy development, the economy of Heilongjiang province declined and lacked of vigor. The reconstruction and thrive of old industrial base are the key elements of industrialization and development strategy. I chose this subject is to help Heilongjiang province strive out of the difficulty and gain vigor, to solve the problem of resource exhausting and successive industry development.The thesis begins with the evaluation course of Heilongjiang old industrial base, analyses its current economy station in detail according to the historical data and references. As a result, the thesis sums up problems lies in Heilongjiang economy and anatomizes the reason why old industrial base declines. Use the model of Principal Component Analysis, compare Heilongjiang with typical old industrial base inside China such as Shanghai and Liaoning and finds the gap among them. So it can make initial preparations for solving the problems. By introducing typical old industrial base of USA, England and Germany, it obtains some experience that can be used for reference.On the basis of the problems that sums up in Chapter 3 and Chapter 4, this thesis chooses four factors on purpose for deeper study, they are adjustment of industrial structure, shunt of state owned enterprises, regional sustaining development and regional innovation. It studies on the four factors respectively and puts forward a reconstruction model on the basis of present situation of Heilongjiang province. Therefore it settles theoretical and practical basis for the reconstruction of Heilongjiang old industrial base.During the reconstruction of Heilongjiang old industrial base, the importance of government can' t be neglected. To put reconstruction into practice, the thesis suggests policy measurement in the last part. It studies two political advices involves central government and local government which provided alternatives for both of them.
