China's current public institutional system, a system which is developed under planned economy after the founding of People's Republic of China, is of great importance in national economy and social development. With the modernization of management, it has become a crux in achieving management success and a must for manager as well. Yet there are many drawbacks, existing in distribution system, that discourage talented people due to inertia of traditional management and limited theory. Public institutional organization should carry out distribution reform in accordance with the development of market economy. The reform may involves distribution system based on post and performance, reasonable income disparity, thus to stimulate the enthusiasm of the employees. From this point of view, this thesis first introduces the concept of public institutional organization and its distribution system, then analyses the drawback and reason as far as talented people encouragement is concerned. It also provides a close look at common encouragement module in public institutional distribution, and analyses the validity of talent encouragement reform. Finally the thesis gives suggestions to how to perfect talent encouragement system in public institutional distribution.
