The evaluation of Human resource performance is the core of the management of human resource. How to design and find a scientific, reasonable and perfect system of human resource performance evaluation is a new and quite important. This paper, based on the actual conditions of Chinese public security college human resource management, applying science of administration and economics and the basic theory of human resource performance evaluation, analyses a certain public security college performance evaluation and indicates its main problems lie in vague and error definition; incomplete evaluation flow; unperfect evaluation; unperfect evaluation target system; improper classification; unclear standard; impractical evaluation methods; unreasonable evaluation period; improper evalution classes. At the same time, the evaluation doesn't encourage the staff to work harder. Not strengthen the communication of the leaders and their staff, not offer a guidance to the staff's occupation development, not strengthen the, college human resource management and what's now, it doesn't improve the collage's ability to compete.This paper according to performance evaluation theory, puts forward a new human resource performance evaluation system, consist of evaluation plan system, evaluation measurement system, evaluation feedback system and evaluation result application system, and makes the whole performance evaluation perfect theory and work system.To find a human resource performance evaluation system is a complicated and important work in public security colleges, Most Chinese public security college just take the first step and exist the similar problems while carrying out the system. The purpose of the paper is to explore a scientific and reasonable methods and paths of public security college human resource performance evaluation .
