The evaluation of human resource performance is the core of the management of human resource. How to design and find a scientific, reasonable and perfect system of human resource performance evaluation is a new and important topic.In this paper, based on the actual conditions of Public Security Logistics Support System human resource management, applying science of administration and economics and the basic theory of human resource performance evaluation, analyses Public Security Logistics Support System performance evaluation and indicates its main problems.According to the performance evaluation theory, a new human resource performance evaluation system, consist of evaluation plan system, evaluation measurement system, evaluation feedback system and evaluation result application system, are put forward. Firstly, lieing in vague and error definition, evaluation plan system is constructed. Secondly, The evaluation measurement system is consist of periodic design, method design, target design and assess achievement. Assess dimensionality is determined by Delphi Method, project target is determined by the Analytic Hierarchy Process and the target is evaluated by Illegibility Method. Thirdly, the feedback system include appeal and feedback aspect. Fourthly, evaluation result application system should focus on the rewards and punishment, training, promotion and position adjustment. This performance evaluation system makes the whole performance evaluation perfect theory and work system of Public Security Logistics Support System.Therefore, based on the study of the human resource performance evaluation of Logistics Support Department of XX city Public Security Bureau, a full range of indicator system and method system matched with the performance appraisal are set up. Meanwhile, the systems in real control operations can be continually improved so as to contribute to the future development for the Public Security Logistics Support System and provide the necessary backing and indemnity in the development and management of Public Security Logistics Support System human resource.
