| Since China operates the government quality supervision policies in construction industry in the early 1980s, these policies have been in force for 20 years. As a significant aspect of construction quality management, the government supervision in construction quality plays a great and irreplaceable role in quality controlling, and improving the entire standard of construction quality in China. Based on the first-hand experiences in the government supervision in construction quality management, the dissertation discusses the establishment and developing process of the government supervision policies in construction quality in China, and analyzes the current situation and problems such as: incomplete laws, regulations and standard systems; poor management; unclear positioning of supervision institution; unscientific supervision management system; different abilities of supervision personnel; poor supervision techniques; and so on. Besides, the philosophy and pattern of management can not well fit the current social and economic development, the reform of institution, the development of science and technology, and the new requirements after the entry into WTO in China. Referring to the theory of "government restructure"and "5R"reform strategies in "new public administration", the dissertation puts forward the following detailed measures: simplification of quality supervision institution, the functional separation between administration and supervision, specialization of supervision institution, the combination of regional mandatory and project mandatory, the advocates in limited proper competition, and the complete suggestions about the laws and regulations system, institutional construction, creative methods and reshaping quality consciousness. Finally, combining the real experience of Shenzhen's government supervision in construction quality, this dissertation explores to "restructure"the pattern system of Shenzhen's government supervision in construction quality.
