With the development of reform of Chinese state-owned enterprises, more and more Chinese companies have to realize that human resource management plays an important role in enterprise. The author in charge of human resource department of Shuohuang Railway Co.,Ltd., and try to establish new salary and rewards system for Shuohuang Railway Co.Ltd. by modern human resource theory.The importance of salary and rewards system in human resource management is discussed in the paper first. The relative theories of salary and rewards is introduced in chapter 2. This paper analyse the old salary and rewards system of Shuohuang Railway Co. Ltd. and pointed out the main problems in the old system in chapter 3. By means of modern theory of salary and rewards, this paper advance the basis rules in establishment salary and rewards system of Shuohuang Railway Co. Ltd. In Chapter 4. Position analysis and evaluation are mentioned in chapter 5 and 6. Use of Hays Systematic Law, this paper construct a numerical index system of positions of Shuohuang Railway Co. Ltd. in chapter 7. A complete salary and rewards system of Shuohuang Railway Co. Ltd is given in chapter 8. Finally, the practical application is mentioned in chapter 8 briefly.The purpose of this paper is to establish a modern salary and rewards system in state-owned enterprise so as to enhance the market competitive ability of state-owned enterprise.
