After entered international market, most of the construction enterprises of our country emerge their lower diathesis, lack of management and technical talented personnel, also will be faced grimness situation of losing talented personnel. Technical superiority of overseas enterprises in many domains is obvious, they rational use talented personnel; pay them good salary, their management mode of talented personnel resource is advanced. All of these may be certain reference to our domestic construction enterprises.The article relates that our domestic construction enterprises have been faced with great changing in society and market pattern in 21cn, the construction market competition being intensify, construction techniques develop rapidly, the impaction of worldwide economy, especially after China joined WTO, domestic construction enterprises will be up against more severe oversea and domestic competition. The competition between modern enterprises at last is the competition of talented personnel. So whether domestic construction enterprises can take the tactic of exploitation & management talented personnel resources efficiently to improve the competition ability is the strategic point to get win.At present time, our domestic construction enterprise troops are very massive, but their whole diathesis is lower. They can' t accommodate with the development of construction trade and the new situation of market.
