Civil Participation In Local Governance Of Contemporary China

Globalization and new public management reform impel the transition of local governance. As the important content of political development and the new program of local government and civil society, civil participation in the local governance should absorb the experiences of western countries and the thinking sources such as "the third way", theory of collective action and communitarianism, directing the practice of civil participation; research deeply the problem of motivation, representative confirmation and network organization level, and analyze the reason to find the law of civil participation under the political culture and market economy background; master the principle involving the direction and basis to make the civil participation of local governance root in the market economy, develop orderly based on the reality, interact between the local government and civil society; build the model of civil participation to meet the comos-value and China's experiment, from each area of civil participation, civil autonomy and civil interest expression, through all-round institution innovation, and establish the new social and public management system, thinking civil participation and civil development as the center, facing the civil demand, reacting the change of outer circumstance, motivating the local energy. In this progress, local government should open to the world, make the positive civil identity, push on the active motivative institution arrangement, widen the way of civil participation, so to hold the responsibility of carrying the civil participation forward.
