Land supply problem is the land resource distribution problem. Land, scarce resource as well as vital element of production, plays a decisive role in sustainable social and economic development. Our country is now in an era of quick industrialization and urbanization which will last for quite a long time, and the demand for land will be greatly raised. Considering that the land resource per capita is comparatively poor, and we are continually loosing them. Therefore, we must make and improve our land supply system of our country from the reality that our country has a large population and not enough land, and also from the consideration of the grain safety, ecological environment and the development of economy and society, through theoretical analysis of public economics, microeconomics and public administration, we can come to the following conclusion: marketing mechanisms should be adopted to establish an efficient land resource distribution system, so that they can play an elemental role in resource distribution, to maximize the use of the available land resources. Meanwhile, the government should do its best to reform the present land system, sticking to humanism and scientific developing concept, using the advanced experience of other countries for reference, in multiplex ways, and taking account of the interest of every side, so to set up and perfect the land property system and exchange rules, and by the means of taxation, subsidy, control of use, plan, etc., to make up for the deficiencies of the market. Besides, duties and rights should be reasonably defined between central and local governments so that they can give full play to their advantages. The central government can mainly do works concerning marcro-adjustment, national plan, supervision on carrying out the plan, and standardize the competition between local governments. In some issues of land not in important national or transprovincial projects, rights can be passed to local governments so as to bring their initiative into full play. It's favourable to system renovation.
