The Study On Land Resource Allocation In The Process Of Urbanization

With the rapid development of the national economy in China, the process of urbanization is speeding up constantly. As an indispensable part of city construction, land has become one of main elements affecting urbanization. So how to deal with problems related to land has become more and more important. In view of the above-mentioned background and on the basis of system economics, welfare economics, urban economics, land economics and public management, the paper analyzed systematically on the problems of land used, land exchanged, land compensated, land benefit distributed and land market regulated and controlled.The content of the paper mainly includes: (1) The study on Chinese urbanization pattern. It demonstrated urban function from the both aspects of agglomerative effect and diffusive effect on the basis of the theory of developing polar. According to the fundamental law of urban development, it probed into Chinese urbanization pattern and relevant demand of land allocation. (2) The study on land market situation in china. Problems in land resources allocation in China were analyzed from both system arid market in the chapter. It considered that because of over administrative intervene and the naturally weak land property system, land market couldn't work well. (3) The study on market mechanism of land resources allocation, which including pricing mechanism, supplying-demanding mechanism and competition mechanism. The chapter investigated them from the aspect of efficiency and analyzed with quantization. (4) The study on the government coordination based on the ineffective land market. It considered that the government should aim at the place where land market couldn't work properly. (5) The study on how to ensure land resources allocation system working well. It considered that the government should interpose land market to make it work better and create favorable conditions for land market. (6) The study on land requisition compensation system from the aspect of social fairness. It studied weakness in current land requisition compensation system and brought forward better measures.On the guideline of sustainable development, the paper studied problems on land resources allocation from aspects of efficiency and fairness, and demonstrated how land market can play a basic role in land resources allocation in the condition of market economy; Besides, what role the government should play in land resources allocation was defined rationally. The paper considered a new type land resources allocation system should be built to promote urbanization process and keep social fairness with Chinese special conditions.
