Research On Land Resources Allocation And Sustainable Development In China

This paper is on the base of the key subject,named land resources allocation and sustainable development in HeiLongJiang province,which is held by HeiLongJiang Province Territory Resources Bureau. This paper offers theory and explore for the sustainable development of national land resources use and national social economy by systematic study.In contrast to other resources land resources is a sort of rare one whose demand exceeds supply. With the sustainable development of human society,every industry and department demand on land resources appears continually increasing trend. The limitation on amount of the national land resources and the increase on land demand form the special conflict of land resources sustainable use. The purpose of land resources allocation with sustainable development is to actualize the sustainable use of land resources and promote the social economy sustainable development. Therefore the land resources allocation with sustainable development is the material foundation and premise of national social economy sustainable development. The limitation on amount of the national land resources offers objective necessity for land resources allocation with sustainable development. The renewal of land resources and the ever-lasting use make it possible for land resources allocation with sustainable development. The diversity of land resources use adds difficulty and hardship to the option of land resources allocation with sustainable development. So the coordination between land resources supply and demand becomes the lasting subject of land resources allocation in China.This paper starts with land resources property,characteristic and type,illustrating the basic theory of land resources allocation and sustainable development;and it puts forward and defines the meaning of land resources allocation with sustainable development. Through the background analysis of land resources allocation and sustainable development in China,the paper explains the reality and urgency of developing land resources allocation with sustainable development. And it systematically analysises various elements which influence land resources allocation in China,and illustrates the problem and cause which exist in current land resources allocation. Facing to the new situation of china entering WTO and participating international assignment of economy globalization,this paper illustrates the effect and guidance that these elements produce. Through synthetical analysis and illustration this paper proposes constructing the system of land resources allocation with sustainable development is the ensential path to actualize the sustainable use of land resources and national sustainable development. And this system includes six big system. This paper discusses coordination mechanism of optimal land resources allocation and regional land resources allocation patterns and also illustrates theenergy problems. On the basis of this,the paper puts forward and creates three model of land resources allocation with sustainable development,which is material model according to theory of Extenics,land use basic competition model according to land income border effect theory and macro analysis model according to land use veriety motive power theory. The author hope this paper can supply scientific and useful thoughts and methods for carrying out land resources allocation with sustainable development.
