Study On The Related Problems And Countermeasures Of Annual Urban-Road Construction Plans

The demand for urban roads,the "lifelines" for cities, increases rapidly with the progress of urbanization in China. As an important kind of public goods, urban roads are mainly supplied by the city government. At presents, there are some problems during urban road constructions in China, such as low benefit and excessive waste.The annual urban-road construction plans, as the direct start point of the whole progress of urban-road construction in current mode, affects the efficiency of urban roads investment and construction. Considering the absence of special research in annual urban road construction plans and comparing the scientific annual urban road construction progress with the present mode, the paper systematically analyzes the related problems affecting the compilation of plans and presents some countermeasures to overcome the disadvantages and improve the efficiency.This paper puts emphasis on hackling and analyzing primary problems affecting the compilation of annual urban road construction plans, such as the lag of the city planning compared with the urban road construction, the lack of recent urban road construction plans, the scarcity of prior storage for urban road construction, the overflow of leadership will in the plan compilation and the singularity of the urban road construction fund.According to the above problems, the related countermeasures are also presented, e.g. administrating the country with laws, establishing scientific system of evaluating the official achievement, strengthen recent planning in city construction, establishing the prior storage for urban road construction, completing the communicating mechanism between the department of urban road construction and other departments, improving the transparency of the annual urban road construction plans and receiving the social supervision, exploring the investment mode of urban road construction, constituting the post—evaluating system and the decision—support system of urban road construction.Through the analysis of problems, this paper presents some countermeasures to improve compilation of annual urban road construction plans and efficiency for urban road construction and public administration, which bring much more benefit to citizens at last.
