Study On The Evaluation,Clustering And Improvement Of The City Competitiveness Of Heilongjiang Province

Since the 1990s,brought by Lausanne institute and the world economy BBS,and successively published reports on world competitiveness,caused a sensation in the global scope,many countries and departments are joined in the study of international competitiveness.As the city competitiveness level of exploration,constantly evolving process of economic globalization and regionalization,the competition between countries focus has gradually from the military and political,cultural,economic competition between steering for the competition between cities.Since China's reform and opening up,Chinese cities have different levels of present the trend of internationalization,therefore,how to improve the competitiveness of cities in the country,and even the whole world is to enhance overall national strength,the key to regional economic strength.Therefore,the research on the competitiveness of cities has become a popular topic with profound theoretical and practical significance.For 12 district cities in Heilongjiang province,their competitiveness,the industrial structure,situation problems,such as the advantages and disadvantages in the cities can give more professional reference to the development of the city planning,is driving the development of the provincial cities,the growth pole of evolution.Therefore,it is of great practical significance to analyze the city competitiveness of Heilongjiang province.First of all,the influencing factors of urban competitiveness are screened out,and the indexes of elimination,overlap and unquantification are eliminated,and the relevant theories,index systems and statistical methods of urban competitiveness research are integrated.Reference of existing research results,using qualitative and quantitative analysis,specification,analysis method and so on the empirical analysis,from different angles,multi-level system of city development level classified the macroscopic and microscopic research,extension of urban competitiveness evaluation index system and using the related situation,draw lessons from the development of the concept of competitiveness theory,in-depth interpretation of the party's "five one" in the eighteenth big ideas and "thirteenth five-year" plan in Heilongjiang province.The targeted and practical evaluation system suitable for Heilongjiang is sorted out.Using SPSS statistical tools to factor analysis,establish the evaluation index system of Heilongjiang province each specific urban competitiveness score and ranking,and from economic power,the talent and technology,the functions of the government,the urban environment,infrastructure,and residents' living standard and the degree of opening to the outside world in seven aspects of Heilongjiang from city to city are analyzed in comparison.Then according to the scores of factor analysis,score and comprehensive competitiveness aspects of cities scoring system cluster,through clustering the Heilongjiang score 12 district cities in various aspects and divided into four classes on the comprehensive evaluation score.According to the competitiveness score,the city with the first level of competitiveness is Harbin,and the second tier city is Daqing.The three levels of competitiveness are Qiqihar,Jiamusi and Mudanjiang.The remaining seven cities are less competitive.In order to provide a comparison of urban competitiveness in Heilongjiang province,some representative cities in Liaoning province and Shandong province were selected to analyze the competitiveness of the 12 cities.Found in Heilongjiang province city competitiveness is generally weak,finally,on the basis of the comprehensive evaluation,combining with the advantages and disadvantages of urban development in Heilongjiang province analysis,proposed the urban competitiveness of Heilongjiang promotion strategy:first of all,through joint from city to city with local advantages,planning the different cities to raise their competitiveness in the development and evolution of different focus;Secondly,from the point of comparison with the representative cities of Liaoning and Shandong,this paper discusses the strategies to improve the competitiveness of Heilongjiang urban system.
